It is disappointing that despite aspirations to create a
"User-Friendly Information Society", the EC IST programme has not so
far provided any specific support for development of new usability
methods or dissemination of information about existing approaches to
usability.
A recent report on the Framework IV programme has identified the need
for usability support in Framework V. The IST programme has a
steering group which makes recommendations on the content of future
programmes.
If you believe that more support should be given to usability, for
instance by setting up centres of expertise, or by developing and
validating new approaches, it may be worth communicating this to the
ISTAG committee http://www.cordis.lu/ist/istag.htm or one of its
local members

their next meeting on 17th September. Comments coming from industry
would be particularly valuable.
More usable systems could provide major benefits to both producers
and consumers, yet usability methods are still not widely understood
or applied. Few EC projects adopt a user-centred approach to design,
and I sometimes speculate on the costs to European industry of the
time spent trying to use inadequately designed EC web sites and
proposal making tools ...
