The second phase of implementation of the Disability Discrimination Act
(DDA) comes into force in October 1999. Since 1996 libraries have had a
duty not to refuse service, not to provide disabled people with a worse
standard of service, and not to offer a service on worse terms than to other
users.
>From October 1999 reasonable steps must be taken to change practices,
policies and procedures and physical features which make it impossible for
disabled people to use a service Reasonable steps must also be taken to
provide auxiliary aids to make it easier for disabled people to use a
service.
What is meant by "reasonable"?
The phrases "reasonable steps" and "reasonable adjustments" feature
prominently in the DDA. A QC and a speaker from DARAS (Disability Access
Rights Advisory Service) will provide a legal interpretation, and there will
be major contributions from practitioners.
Who should attend?
Since the DDA applies to any library which is open to the public this
briefing is as important to Chief Officers, Directors of Services and
Councillors from Local Authorities, as well as to those responsible for
academic libraries which allow access to anyone other than their current
students and staff,.
