I was at the ALGAO HLF meeting last week and came away feeling very
positive, although at present we have no specific plans for any HLF bids for
our SMR here in Hampshire (that is not to say that we will not formulate
one).
The HLF representative at the meeting Stephen Johnson made it clear that
there is not money available to support CORE SMR services, but that
additional services and it seems that in particular outreach work (i.e
addressing new audiences not just those who would be interested anyway) is
looked on favourably.
Wiltshire County Council have already made a successful bid, and a
presentation was made about this (although the bid predates the SMR
guidlines & is not specifically an SMR project). Contact Duncan Coe,

Essex are putting together a bid which involves some joint working with the

Nearer to home for the Highlands, the Scottish Royal Commission (RCAHMS) are
also formulating a centralised bid - best to contact them directly for more

I am putting together some notes on the meeting and can send you a copy if
you want, having said that probably the best way to find out more is to
contact those who have put in or are putting in bids directly.
