No matter how you look at it, it's a big task for the Working Groups and
the implementors, which is why I haven't sent our qualifiers in yet :-).
But it's extremely important. Here's a suggestion:
The first step is to "identify" (July 1-31):
-Implementors forward their qualifiers to the Working Group list if a
member, or the Working Group chair.
-The chair or designate compiles the list of proposed qualifiers.
The second step is to "debate" (sometime after July 31):
-The list of proposed qualifiers is posted on the Working Group list and
the DC-Implementors list, noting the dates for discussion, which will take
place on the appropriate Working Group list.
-Implementors are invited to join the Working Group lists and participate,
or can keep track of the action by browsing the archives.
I'm sure discussions will also take place on the DC-Implementors list -
we're a rowdy bunch and a little hard to control! But this procedure may
make it easier for the WG to compile the information, plus clearly define
the time period when the debate takes place for the implementors.
