Now we are all being charged with the task of building the New Library
Network, you will no doubt want to include in your thoughts collecting
electronic resources and the issues involved with that. As Dan
Greenstein (of AHDS) said at the recent EARL Council event
(presentation online http://www.earl.org.uk/events/presentations/)
"collections aren't about what you have, but about what you provide
access to". This will be increasingly so in the next few years.
The latest EARL/LA/UKOLN issue paper, being distributed now, is based
upon this subject: "Collecting Internet Resources: the issues for UK
public librarians", and has been written for the EARL Networked
Services Policy Taskgroup by Robert Harden, developer of EARLweb,
EARL's ready reference to excellent online resources relevant to public
library users. You can find the issue paper online at

I am interested in looking at creating collection development plans
for a number of town centre reference collections across East Kent. I
would be interested in hearing from anyone who has experience of
implementing such plans for reference services. I am also interested
in alternative purchasing methods, rather than tying up resources with
