Now that the war in Kosovo/Yugoslavia may be drawing to a close and NATO et
al. have to face the reality that they really had no plans or policies to
deal with the aftermath of the war, I thought this idea might stimulate some
interest.
Justice Louise Arbour, the prosecutor for War Crimes Tribunal who recently
indicted Milosevic and his henchmen, has made another interesting comment.
Apparently she mused about indicting NATO personnel for war crimes. In some
circles, this cause a bit of a flap because surely NATO, "the victor",
cannot be accused of war crimes. An op-ed article in the Montreal Gazette
reported this and made the obligatory cynical comment that the loser is
guilty of war crimes and the victor is not. It is the victor's right to
prosecute the loser for crimes.
I suppose the wider implication is the victor becomes 'virtuous' and can
subject the losing side to humiliation and carpetbaggering (if such a word
exists). This in turn could have an affect on regional development.
