Arguably it is redundant.
But since "Identifier" is a DC element then it is
necessary that it be possible to represent it uniformly,
regardless of syntax.
Fortunately, all DC elements are officially optional ... ;-)
But it is probably fair to suggest that software that
"reads" XML-RDF encoded metadata should export the
value of rdf:about in a dc:identifier element for safety,
and certainly if translating into other syntaxes.
