1) Inspiration is different from Decision Explorer. There is an article
on my web site outlining the differences in the context of NUD*IST
(www.taggoram.co.uk/nudist/nudinsde.html) Essentially Inspiration is a
mind mapping tool - good for drawing all kinds of diagrams and for moving
between a diagram and a document outline. Decision Explorer is a
cognitive mapping tool - good for mapping interviews and you can transfer
maps from DE to NUD*IST as well as the other way round. Incidently DE
(295 pounds) is quite a lot more expensive than Inspiration (59.95 pounds)
so if what you want to do is draw pictures I would stick with Inspiration.

2) NVivo comes with a modelling tool which allows you to have live
graphical displays. The displays can contain documents as well as nodes
and because the display is live, clicking on an object takes you to the
relevant data. Thus for many purposes the NVivo modeller is much more
useful to NVivo users than Inspiration or DE. However NVivo does not have
the cognitive mapping capabilities of DE. I don't think that NVivo will
be as good at producing printed graphics as Inspiration.
3) I use Inspiration to produce both graphical and textual displays of my
NUD*IST trees. I also use Inspiration for drawing diagrams which explain
my research (eg research method, structure of organisations I'm studying,
relationships between ideas etc). As I'm building a hypertext description
of my research using web pages I use Inspiration to generate the gifs for
the clickable pictures in my web pages. This work has not been published
yet.
