Some have argued to me that we have not yet seen the "endgame." The idea
being that Serbia will cave in. There is another side to this endgame
business. Some theorists like Michael Klare suggest a new "Clinton Doctrine"
of repeated interventions around the globe. This too is a possible
"endgame" which would be very tragic in deed. This doctrine is linked to
"the $112 billion the President wants to add to the Defense Department
budget over the next six years, which will be used to procure additional
warships, cargo planes, assault vehicles and other equipment intended for
'power projection' into distant combat zones" (The Nation, April 19, 1999).
