It has been possible to use schemes to qualify any element in DC for some
time now... indeed, HTML's SCHEME atribute in Meta tags was added at the
behest of the DC community.
The problem is how to do it in an interoperable way that does not require
pre-coordination. This is still problematic, though RDF should make it
easier.
