I'd just like to point out that Rights is really a separate category of
metadata altogether, with all sorts of complications of its own, and it
might be unwise to roll it in with other kinds of 'Administrative' metadata.
Plus, of course, there is already a DC 'rights' field, though we are still
grappling with what this should mean...
