Has there been any investigation of the attitude of academic staff towards
metadata? Have they been involved in metadata discussions at all, or have
most participants from academia been librarians and rightsholders?
I think you need to be careful about context. While there may be no great interest in metadata for text (presumably because information such as author and title are embedded in the document) in the case of image materials it is vital because the information in the metadata cannot be determined simply by inspection. In the context of HELIX (which delivers still images) we have had one or two unsolicited compliments from academics about the metadata. Indeed we take the view that the metadata is inseparable from the image itself because without it one cannot be certain about anything to do with the image other than whether or not it is aesthetically pleasing!
