Interesting. This sounds like a variation of the "<hb>RIV</> Gattung" that
has been much discussed in the study of ancient Israel and it's traditions
-- normally it is presented as God having a legal disputation with his
people, and the cosmic elements are called in as witnesses. I'm sure you
can find further information in biblical encyclopedias or dictionaries
under "Covenant Lawsuit" or "RIV" or similar entries -- e.g. the Anchor
Bible Dictionary (6 vols, ca 1992) has a long article on "Covenants" with
a subsection on "witnesses" that introduces this information in relation
to ancient near eastern traditions.
Whether there is any direct connection with your materials is, of course,
