No, they are not standard; this is true for both F90 and F95. I don't know about
F2K. However, there are a couple of preprocessors out that they work around
this problem. In addition, in the Un*x world, there has long been a trandition
of considering .F files as feed to a C-like preprocessor prior to compilation.
M$ and Digital/Compaq have features enabling statements of the form: !IFDEF. At
any rate, by choosing any of these solutions you enter the world of moderately
system dependent solutions which I personally stir away...
