The following will be primarily of interest to Scottish archivists,
but comments will be welcomed from all.
In its report for 1997-98, the Scottish Records Advisory Council
submitted to the Secretary of State for Scotland a Scottish National
Archives Policy paper. This had been drawn up by a working group
broadly representative of archive interests in Scotland. In his
response, the Secretary of State expressed his broad acceptance of the
line the Policy was taking, and suggested that new archive legislation
might be brought forward early in the life of the new Parliament.
The paper which is located at:

is an attempt to draw together all the matters which ought to be
covered in an archives act. It is not a piece of draft legislation,
and there may well be gaps in the matters which it seeks to cover.
For this reason, having been widely discussed within the archive
profession, it is now being circulated to all interested parties who
should examine it closely in the light of their own concerns and are
invited to comment. We would be grateful if you would give it your
serious attention, and if you have additions, amendments or any
observations to make with regard to it, we would ask you to send them
