I'm Riccardo Martinelli and I work at the Italian Treasury in Rome.
I have recently been concerned with a problem which is relatively new to me.
This is the possibility to implement a shadow tolling scheme in the A3
motorway, from Salerno to Reggio Calabria, in southern Italy.
I'm currently preparing a tender in order to get a complete feasibility
study of different alternative scenarios (traditional toll scheme, already
widely utilised in our country, shadow tolls scheme or the existing no tolls
system).
This is the case of an existing motorway which has already been
substancially improved in the recent years, but still needs some investments
and upgarding to be done in order to achieve the planned level of service.
I would consider very usefull any observation or comment on this subject,
and expecially any information concerning similar cases in the UK (for ex.:
A 69 or M 74, as far as I know), in order to avoid any possible mistake we
can make while dealing with this new issue.
