** European RTD: Issues for a Competitive Future **

The end of the millennium is seen as an opportunity to review our future in
the light of what we have learned from the past. 1999 is a particularly
pertinent time to re-examine our aims and achievements in European RTD since
it marks the start of the Fifth Framework Programme and the appointment of a
new European Commission.
'European RTD: Issues for a Competitive Future' is a 24 hour conference in
Brussels which will examine research evidence on four key themes which bear
on how effectively we manage RTD for innovation and competitiveness in
Europe:
* The contribution of the science base to European regulation;
* The nature and extent of a European labour market in S&T and the
management of human resources;
* The evaluation of collaboration and networking in European science and
technology;
* Managing knowledge flows for Innovation in Europe
The conference will distil research on these four themes carried out under
the UK ESRCıs programme 'The European Context of UK Science Policy' whose
final conference this is. But it also welcomes summary accounts of related
European research, whether funded under the FP4 TSER programme or by Member
States, which can contribute evidence on policy and management issues under
each theme and stimulate constructive debate.
'European RTD: Issues for a Competitive Future' is being held in Brussels in
the hope that we can involve many of those concerned with research policy in
the European Parliament, in the European Commission, and in Member States.
We hope that they will welcome this opportunity to engage with researchers
in discussing the implications of current research, and to give their views
as to priorities for future research which will address issues which they
face in their working lives.
