I'd recommend MapInfo. We've just started using it and it's on-screen 
digitising is an excellent feature for those of us unfortunate enough 
not to be able to buy their digital maps 'off the peg'. I've just 
been using it to digitise a map of London districts in 1851. 
Digitising is never going to be a fulfilling activity but Mapinfo 
provides the best facilities I've seen and it then goes on to draw 
sensible maps.
