Urgent Appeal by Palestinian NGOs, 27 April 1999

Stop Israeli Violations in Occupied Jerusalem:
PROTECT PALESTINIAN INSTITUTIONS IN OCCUPIED JERUALEM

On 26 April 1999, the Orient House received orders from the Israeli Internal 
Security Office to close several of its offices. The order follows numerous 
attempts by Israeli authorities to silence Palestinian activity and presence in 
occupied Jerusalem.

The Israeli attack on the Orient House and other Palestinian institutions in 
occupied Jerusalem is part of Israel's broader campaign to create "facts on the 
ground" in Jerusalem.  Policies such as house demolition, ID card confiscation, 
land confiscation and the military closure of Jerusalem are implemented in order 
to nullify Palestinian internationally recognized rights to the city before a 
final status decision.

We, the Palestinian Non-Governmental Organizations, express our outrage at the 
Israeli attempts to close our national and cultural institutions in occupied 
Jerusalem. We appeal to the international community to condemn the latest 
Israeli aggression and demand that Israel comply to its obligations under the 
Fourth Geneva Convention.

We call on international NGOs, activists, and human rights groups to:

1. Urge their governments to pressure Israel to respect international 
regulations regarding occupied Jerusalem.
2. Organize solidarity activities in support of Palestinians in Jerusalem.
3. Send memorandums to Israeli officials urging them to end the latest closure 
orders issued against Palestinian institutions.
4. Coordinate efforts and organize advocacy campaigns against Israeli violations 
in Jerusalem.
5. Lobby the European Parliament to take appropriate and immediate actions in 
response to the Israeli violations in Jerusalem.
6. Urge consulates and representative offices to continue diplomatic visits to 
the Orient House.

Sample Letter 

Protect Palestinian Institutions in Jerusalem

During the month of April, the Orient House and several other Palestinian 
institutions received closure orders from the Israeli Internal Security Office. 
 We believe the orders are both provocative and a deliberate attempt to silence 
Palestinian activity and presence in occupied Jerusalem.

Israel's attempts to close Palestinian institutions in occupied Jerusalem are 
part of its broader campaign to create "facts on the ground." Policies such as 
house demolition, ID card confiscation, land confiscation and the military 
closure of Jerusalem are implemented in order to nullify Palestinian 
internationally recognized rights to the city before a final status decision.

We condemn this latest Israeli aggression in occupied Jerusalem and appeal to 
the international community to fulfill their obligations under Article 1 of the 
Fourth Geneva Convention and ensure Israel's respect for the convention.  We 
also extend our support to Palestinian institutions, including the Orient House, 
in their struggle to protect Palestinian rights and culture in Jerusalem.
