When all else fails, read the instructions.
The current Mandatory Award regulations state that:
"DSAs are not intended to be used as a contribution towards
the infra structure, general administration and pastoral
costs of the institution which the student attends."
And
"registration fees charged by an institution over and above
the normal fees charged to all students should not normally
be met (e.g. where it is necessary to register with a
special disability unit, or gain access to helpers'
register)."
