Am I missing something here or does that assume that the world and
his brother can all sign and that a deaf person who signs is
therefore able to communicate freely without assistance? While I
know that the profoundly deaf chap who taught me Level 1 BSL was a
fantastic communicator and that he lives life to the full without a
"minder" there are times when it can lead to misunderstandings and
not everyone has his degree of confidence. There must be occasions
when an interpreter is required and there must be cost implications.
