I had a similar problem once installing JAWS. It was trying to
update a file that Windows was using. What I did was to move the
file out of the directory in DOS, then start windows, then copy the
file back into the directory and then immediately instal the
software. It worked for me, but it wasn't Windows NT. It may be
worth trying something similar.
