The qualifications are minimal, particularly if you forget about full
membership. Full membership requires payment of dues, and relatively regular
attendance at meetings, although attendance can be reduced by having a
designated alternate. It is possible that someone very disruptive might be
denied attendance at meetings by the rest of the committee, but that would be
a very rare decision.
The main impediment to useful membership, is the cost of membership in terms
of time and travel. ANSI J3 usually has four meetings a year, and its
supervisory committee, SC22WG5 one a year, so committed members go to five
meetings a year. It may be possible to attend meetings twice a year and retain
membership if you have a designated alternate. In recent years most J3
meetings have been held in Las Vegas to reduce costs, but still the money
directly spent on plane fares and hotels is not negligible. The most useful
members also spend at least the equivalent of their work time in preparations
for the meetings.
