It is not clear to me that J3 needs more members per se, however it does need
to reduce the grunge work for its members. There needs to be more review of
proposals for problems before they are submitted to J3 as a whole, and
particularly before they get to the editor. A number of fixes to the standard
can, in principle, be done by email rather than at the meetings where
membership is useful. It might be useful for J3 to revive the topic oriented
email lists, and use them as a means of proposing and reviewing documents
before submitting them to J3 as a whole.
If you are to get people to work you might try checking outside of the normal
Fortran areas: while they probably do not have the time for membership you
might check for
Nick MacLaren for review of the integration of IEEE numerics and C
interfacing.
Richard O'Keefe for any aspect of language design
Kim Bruce, Luca Cardelli, or Matt Kennel on object orientation
Fergus Henderson on object orientation and C interfacing
David Chase or Craig Burley on implementability
Postings in appropriate forums, comp.object or comp.compilers, might also be
useful.
