At Friday's meeting of the Design Group I asked the DfEE how they were
getting on with the EU Eligibility Form. They are having problems, and
apologise for the delay, which seems to result from too many fingers in the
pie. I was not given a firm date for the issue of the foorms to HEIs. The
DfEE is accept that the delay is likely to result in forms being sent by
institutions to applicants who have already declined their offer. But if
instutions have any simply way of pulling out the labels to those who have
already declined, that would be helpful.

SSIN 04/99, dealing with this very issue, appears to be on its way; I
received a copy by email this morning from an LEA contact although I
haven't received my own version direct from the DfEE yet.
Briefly,
Eligibility forms for EU students (EU2) are to be issued by
institutions when making conditional or unconditional offers
(including retrospectively for those to whom offers have already been
made). The DfEE will send the Financial Application forms (EU2(a))
when notifying students of their eligibility assessments. The design
of the EU2 form is currently being finalised.
EU students who started in 1998/99 will need Financial Application
Forms (EU1(r)) to reapply for help in 1999/2000. It is anticipated
that these will be distributed to institutions in March for
forwarding to students.
