Dear Jayne
I have been in touch with the DfEE re the proposed transfer
arrangements i.e. the shortening of the 16 months to 12 months.
Shall we say that a student starts Year 2 of his course and decides
to transfer in November (i.e. before the tuition fee for the year is
payable). If he starts Year 2 of the new course the following
September then the DfEE confirms that he will only be entitled to
funding for the final year (assuming both courses are of 3 year
duration). This seems unfair as the effective outcome is tuition fee
funding for 2 years only. If the transfer period was reduced to 15
months rather than 12 then, in cases where the second year tuition
fee hadn't been paid, funding would be assured for the duration of
the new course.
