The proposed change will not cure the underlying problem.
The statistical material
seems to be collected from people guessing from the English words "creator",
"contributor", "publisher" about the meaning of the tokens in RFC#1.
(The wording was "untrained" people.)
People which do not use English as their mothers language -- like me --
anyway will need some intelligable interpretation before they can start.
Statistical results, will become even more curious with "Agent" in a German environment.
"Agent" we call an employee of the secret service (synonym with "spy").
Smashing Creator and Publisher with Contributor contradicts the definition of
"Contributor" in RFC#1. The arguments of credibility, protection of investments apply.
[[See http://purl.oclc.org/metadata/dublin_core_elements :
6: Other Contributor Label: Contributor
.....whose contribution is secondary to any person or organization spezified in the Creator element]]
This paper calls itself "the reference definition".
