I think the border between a journal and an archive is the amount of
"added value": an electronic journal means a certain layout, editing
work, inner standards and, above all, submission of each paper to the
aims or mandate of the journal. A journal means selection. An archive
should be a pile of files, with an access index.
What does "lastly" matter -as Alan Vince said - is to make
archaeological information available on the Web, that is, beyond
traditional narrow circles of each paper journal: through
"prepublication and republication of scholarly articles", etc.
Also "in this way, it is hoped to benefit both the author and the
publisher while acting in the best interests of the subject as a whole",
unfortunately, many publishers and authors are reluctant to share our
sincere hopes that e-publishing is for their benefit. As to their care
for the best interest of science, we must still convince them that
electronic publishing is a way to that. "The normal desire of the
professional to see their work in print at the earliest possible
opportunity" mean for most of them ON PAPER, their article before those
of the others.
Best luck for the Irish Archaeology Internet Journal ! The more we are,
the better our chances !
