CONFERENCE: Discourse and Policy Change
Date: 3 & 4 February 1999
Organised by: The Department of Urban Studies, University of Glasgow
Following the Discourse and Urban Change conference at the University of
Glasgow in 1997, a conference on the theme of Discourse and Policy Change
is now planned for February 1999. This second event aims to explore the
relevance and application of discourse analysis and language focused
research to understanding of the policy making process, particularly within
the fields of urban, housing and social policy.
Academics involved in policy studies are beginning to explore the
challenges posed by post-positivist conceptions of language, such as
post-structuralism and constructionism. For example, there is growing
interest in examining how the language in which policy is made is involved
in constructing 'knowledge' and 'understanding' of policy problems, how it
is used to legitimate policy interventions (or non-interventions) and how
it is implicated in the maintenance of power relations within the policy
making process.
Papers are invited which address substantive issues within the fields of
urban or social policy from the perspective of discourse studies or theory.
Professor Norman Fairclough (Professor of Language in Social Life in the
Department of Linguistics and Modern English Language at the University of
Lancaster) will give a paper setting out the 'state of the art' in relation
to discourse theory and what it can contribute to understandings of social
and political change.
Potential themes for papers might include:
· Language and the new urban governance
· Representations of policy problems and solutions
· The value of discourse analysis for policy studies
· Issues and problems in critical discourse analysis
· Rhetoric and argumentation in the policy process
SUBMISSION OF ABSTRACTS
Participants offering a paper at the conference are asked to submit a
one-page abstract by Friday 23 October 1998. Acceptance will be confirmed
by the end of October and full copies of papers will be required by
Wednesday 13 January 1999.

CONFERENCE FEE £130.00. [NB: Fee includes lunches, refreshment breaks
and the Conference Dinner. Delegates will also receive a book of abstracts
and copies of all papers.]
Postgraduate Students: A few places** have been made available for
postgraduate students for a fee of only £60.00 each. These places will be
allocated on a 'first come, first served' basis. To secure these places

Delegates withdrawing bookings earlier than 10 days in advance of the
Conference will receive a cancellation charge of 25% of the Conference fee
to enable recovery of administration costs. It is regretted that refunds
for withdrawals after that time cannot be made.
We regret that we are unable to offer a daily rate for delegates but we are
happy to accommodate delegates who wish to share a conference place.

ACCOMMODATION
This conference is a non-residential event. However, if you wish to book
into the Kelvin Park Lorne Hotel, then a rate of £43.50 per night (Bed &
Breakfast) has been arranged for conference delegates.
