There's a brilliant work called Time, Family and Community
(Perspectives on Family and Community History) Edited by Prof Michael
Drake, Blackwell Publishers Ltd, ISBN 0631192379.
This is the course companion reader to the OU course DA301 (Family and
Community History 19th and 20th Centuries) and just about covers your
enquiry in one volume, esp the contribution by Richard Dennis and
Stephen Daniels in their section on Community and the Social Geography
of Victorian Cities.
Good Luck
