Call for expressions of interest No DG XXII/14/97 in relation to in
respect of research and consultancy services in the field of education,
training and youth.

2. Call for expressions of interest. Persons
wishing to be included on a list are invited to
submit an application in accordance with the
provisions of this notice.
The authorizing department will include in the
list applicants who meet the criteria set out
in Section 8 below.
For each specific contract in the field
described in Section 3. a), the authorizing
department will forward the invitation to
tender and the specifications to all candidates
on the list or to certain candidates selected
on the basis of the appropriate preselection
criteria for the contract concerned.
The list drawn up as a result of this notice
will be used exclusively for contracts for
amounts below the limits established by the
relevant 'public contract' Directive.
The list will be subdivided into specific
subject areas corresponding to those set out in
Section 3. a).
3. a) This call for expressions of interest
concerns the following subject areas:
Education (pre-school, school and higher
education); possible areas for research and
consultancy work are:
- the functions of education, including: the
relationship between education, competitiveness
and employment; the link between school career
and social exclusion, educational institutions
and the development of continuing training
(including adult education); measures promoting
continuity between education and continuing
training; contribution and impact of
educational research - (A01);
- education policies, including: trend
analysis; educational reforms; diversification
of educational provision (more communication
with the socio-economic sphere, development of
open and distance learning, adult education) -
(A02);
- the parties actively involved in education,
including: representations and expectations of
pupils, students, socio-economic partners,
families, people working in education;
recruitment, demography, training (initial and
continuing); career development of people
working in education - (A03);
- how education is perceived by the public;
current topics and debates - (A04);
- aspect of educational financing - (A05);
- evaluation of educational systems and
quality, including: 'macro' assessment methods
(national and regional levels); 'micro'
assessment methods at establishment level;
management of educational establishments;
assessment methods and means of formally
recognizing the knowledge and skills of pupils,

- the living conditions of students, including:
reception, accommodation, social security,
equal opportunities (disabled, underprivileged,

FVocational training (including: initial and
continuing training, vocational guidance

areas for research or consultancy work are:
- aspects of training systems, including: the
transparency, equivalence, recognition and
validation of vocational qualifications;
setting-up of general systems to anticipate
training and qualification needs; adaptation of
training systems, methods and tools to training
needs; key skills and basic qualifications -
(B01);
- training methods for companies (particularly
SMEs); forms of combined work/training and
cooperation between industry and training
bodies or universities - (B02);
- adaptation to industrial change through
training, including; changes in work
organization, technological change, changes in
production systems, sectoral development;
changes in occupations and qualifications -

relations policy, collective agreements, access

effectiveness (between training and research
centres, at sectoral level, etc.); training
possibilities for training designers and

connection with specific situations, including:
integration and reintegration of women into the
labour market; access to and/or reintegration
into the labour market of people from
underprivileged or outlying regions;

work of people in difficulty, particularly the
long-term unemployed, marginalized young
people, the disabled, ethnic minorities and
people with few or no qualifications - (B15);
- the training market, including: human
resource audit and training methods and tools
for companies (particularly SMEs); sectoral
surveys on company continuing training plans
and new skills evaluation methods at the
workplace; analysis of industrial relations

Youth policy (action for young people outside
the education and vocational training system);
possible areas for research and consultancy
work are:
- the definition of a European youth policy -

encouragement of participation among

and non-member countries, current activity in
the form of student exchanges and other forms
of mobility between the European Union and
non-member countries, and factors hindering
such exchanges (i.e. social security,
immigration, language barriers); cooperation
with non-member countries on recognition of
vocational qualifications and transfer of study
credits; the impact of new technologies; areas
potentially benefiting from cooperation with
non-member countries - (D18);
- language teaching and learning, including:
policy in this area in the Member States;
language skills audit methods and tools;
analysis of needs; learning methods and tools;
skills assessment and formal recognition -

- regional and minority languages and cultures

- information and communication in respect of
Community policies in the fields of education,
training and youth, including: implementation
of global information activities, in
partnership with the Commission, the Member
States and the operational structures of
Community programmes; drafting of journalistic
articles; translation, revision, and linguistic
and stylistic editing of articles; design of
information media (publications, exhibitions,
audiovisual services, public relations, media
relations, use of modern technologies, etc.) -

- exchanges of experience and information, the
impact of the introduction of various kinds of
transnational networks - (D22).
b) The work may be in connection with the
current situation with regard to policies and
action in these fields, or may involve the
formulation of new policies or activities. It
may also have a bearing on policy at Member
State or Community level (particularly within
the context of Articles 126 and 127 of the EU
Treaty), and on cooperation with non-member
countries.
The services which may be required by the
Commission in the fields of education, training
and youth are of varying nature and scale. They
may, for example, include: short one-off
analyses on a specific subject, larger-scale
analyses on broader questions and/or providing
a basis for evaluation, debate or forecasting,
detailed conceptual analyses on general
subjects as a means of determining major trends
in the fields specified.
4. The contracted services may be carried
out on Commission premises or those of the
contractor.
5. The list drawn up on the basis this call
for expressions of interest will remain valid
until 31. 3. 2000.
6. Groups of service providers may apply. Any
such group selected must acquire a specific
legal form once the contract has been awarded.
The Commission often needs to carry out
research on a Community scale. The de jure or
de facto networks to which an interested party
belongs may therefore be a significant factor
in selection. The Commission therefore requests
interested parties to indicate any links they
may have with networks(s), whether legal in
character (consultancy group with subsidiaries
in several countries) or operational (joint
pubblications or research) or pragmatic
(cooperation with other consultants or
organizations).
7. a) Applications must be submitted to the
following address:

The envelope should be marked: 'Appel a
manifestation d'interet no DG XXII/14/97'.
b) Applications must be made on the standard
reply form obtainable from the address in
section 7.a.
8. Applications must be drafted in 1 of the
official languages of the European Community
and include:
- the standard reply form duly completed and
signed and indicating the fields in which the
applicant operates, the countries or
geographical areas for which the applicant is
qualified, the type of services provided and
available language skills;
- one or more documents providing evidence of
the applicant's economic and financial
capacity; this evidence may take the form of 1
or more of the following:
- bank declarations;
- balance sheets or balance sheet extracts;
- a declaration of overall turnover in respect
of the specific services applied for in the
past 3 financial years.
If the service provider has a valid reason for
being unable to supply the abovementioned
references, evidence of economic and financial
capacity may be supplied in the form of any
other document considered appropriate by the
authorizing department.
- Any recent documents attesting to the
applicant's qualifications in the field(s)
concerned, the countries or geographical areas
indicated, the type(s) of service indicated and
the languages indicated; as a minimum,
candidates must supply the curriculum vitae of
all persons likely to be responsible for
performing the service concerned;
- Any recent documents attesting to the
applicant's experience in the field(s)
concerned, in the countries or geographical
zones for which the applicant is qualified and
in the type(s) of service to be supplied; as a
minimum, applicants must supply a list of the
main services over the past 3 years specifying
the nature of the service, the value of the
contract, the date and the client (public or
private).
Applicants who fail to provide any of the
documentary evidence specified will not be
included in the list. All documents must be
supplied in duplicate.
9. This call for expressions of interest will
be held open to enable interested parties to
apply for inclusion in the list at any time.
The closing date for submission of applications
is 31. 1. 2000.
Applicants must keep the Commission informed of
any change in their situation to enable their
applications to be kept fully up to date.
