I think this tends to shift the definition of FORMAT too far towards the
common-sense understanding of RELATION.Requires -- not to mention the
negative emotive aspects of words commonly used in computing like
'execute', 'abort', 'submit', 'kill' etc.
How about something more general like:
The data format of the resource, used to help identify the software
and possibly hardware that might be needed to use
the resource....etc.
