Of one mind? I doubt it.
Your interpretation does not seem to be the message from Stu's 'urgent'
mail which woke us all up.... he seemed to be saying DC-Simple was the 15
plus a very limited number of sub-elements. I think it is worth trying to
achieve this for the reasons given in the introductory paragraphs of the
proposed document i.e. these are commonly required sub-elements that need
standard labels
