I hope that I can shed some light on this, since this enhancement
to release 12 originated as far as I can tell, in a call placed by
Leeds in the course of our implementation.
Leeds had problems with the "displacement" of the US default 008
data because of differences in structure between US and UK 008 -
default data quite simply appeared in the incorrect subfields. We
not only persuaded III to correct this, but also to give us sensible
UK-MARC default values. We tried to do this in a way which was
generally applicable to UK libraries (it was a last-minute thought by
III which unfortunately did not give the space for general
consulation).
The first attempt at programming by III had a "b" in the provenance
field (quite why I never worked out), which we immediately spotted
and got changed. We are still on Release 11 and do not have that
"b" present.
What is now going on in rel. 12 I don't know, but I guess that the
correction incorporated at Leeds to have a space in provenance
somehow did not get worked into the more global software!!
I'm copying this separately to III in the hope they will be able to get
it all sorted out, quoting dates etc. for back reference.

I think we have the same problem here in Durham, with a b in the 008 in
the provenance slot for records we create ourselves. However we are still
on Release 11 and I was hoping that Release 12 was going to solve this
problem!
