Dear member of International Boundaries and Peace , 


The process of peace between Peru and Ecuador has been signed formally in
Brasilia and I would like to thanks to William Dunlap, Wilson Krukosky and
Thomas Bradford between others persons who were attending this process of
conversations from differents perspectives.

As peruvian political analyst and Editor of the electronic Forum
TPSIPOL Peru-Ecuador from a year ago I have been involved in the
academic discussion of this process.

In this context It was very interesting and surprising to my person to
receive the information of the presidential aceptation of both countries
while we were participating socials scientist peruvians and ecuatorians
of a Intenational Seminar discussing the process negotiations of both
countries in Lima.

In this sense I would like to share this lines of peace wrote by a
ilustrated member of the native comunity Ashuar of the ecuatorian
side.Certainly This lines was written in spanish to the Forum Peru-Ecuador
and hours later of the notice of presidential agreement.

This a quick translation of my person . If someone is interested in the
text in spanish I can send it or more information in relation to the
comunity native ashuar in the conflict you can write me.

It has been said in this meeting we have been prepared to confront the 
war but we are not prepare to put face to face with the peace.
  
This concept of the peace perhaps it is in the perspective of a 
decorative document. But I consider the peace is more than a proclam or 
a document. It is something it has its roots in each one of ourselves. It
is something is necessary to create it is more than to confront it ! 

It is something it will have to invent it , to imagine it and to build it  
and by this it is in our hands and wills.

But we see we do not have to begin of cero because it exists 
practices of comunication , exchange , cooperation and reals 
brotherhoods in the zones of frontiers. Perhaps the frontiers
results biggest while we live far away of this  realities. 

But it exits treaties and alliances too.It has been created to integrate
to the nations but this mechanisms exits in the "limbo". I refer me to 
the Andean Comunity and to the treaty of Cooperacion Amazonica. It will
have to make it to live in funtion of the peace. Peace in the perspective
of exchange , cooperation , solidarity and good neighborhood.   

In relation to the territories in conflict in the Amazonic jungle I 
think the states and national societies of both countries have 
reivindicated Amazonics rights and identities over imageries of 
conquest. I believe it is not ethic to demand rights when it is 
destroyed the jungle and it is forgotten to the indigenous nations 
with milenary existence.   

I believe the peace requires a new vision about the Amazonia and its 
nations , to respect its rights and to think in the models of developments
with more attention to the justice.

By this motive today the guaranties countries have formulated as 
solution the stablishment of two ecological parks. Both 
states (Peru-Ecuador) ought to consult to the owners of this lands :
the Sahuar , Ashuar y Aguarunas to a ethic management and with respect 
to the indigenous rights.  

The official declaration of the Guaranties speak only of " free transit
of the natives habitants " this in the context of the Convention 169
of the OIT. This Convention declarate between others rights of the 
natives , the right to the  administration of the territory and of the 
resources in corcondance to their practices and priorities.

Another right is the capacity of the natives to decide freely their 
destinies. 

In this sense it is necessary both states to observ this rights 
declarated by the international legislation.

In relation to the monuments , I am not agree with the intentions of 
built monuments to the deaths. It is best to use this money to honor 
to the people who lives . The people who have suffered the atrocities 
of the war , the margination and the no respect of the states. 

I believe it is the best way to build the peace looking at the future.
