PROGRAMME 1998/99
SPONSORED RESEARCH PROGRAMME
Scottish Homes will be allocating
approximately #100,000 to fund a sponsored
research programme under the theme :
#Secondary data analysis and enhancement of
the Scottish House Condition Survey (SHCS)
1996.#. The maximum amount which will be
awarded to any single proposal will be
#25,000.
The SHCS 1996 like the first national survey
conducted in 1991, comprised two
components: an interview with a householder
and a physical inspection of each selected
dwelling to establish its state of repair.
Approximately 20,000 interviews in homes all
over Scotland were undertaken. The interviews
focused upon issues such as:
- present and past tenure
- housing mobility and aspirations
- repairs and improvement works undertaken
and the cost of and quality of these
- income and housing costs
- employment details
- the impact of condensation and damp on the
household
- the existence of and requirements for
housing adaptations
- satisfaction with the home and its
environment
The dwellings inspections were carried out by
building professionals and focused on issues
such as:
- the characteristics of the stock
- whether the dwelling met the statutory
Tolerable Standard
- the presence of damp and condensation
- thermal efficiency
- the requirement for repairs
- whether the dwelling conformed with barrier
free standards
- what amenities were lacking
Copies of the socio-economic questionnaire,
physical survey proforma, User Guide and
Summary of Findings are available free of
charge on request. The Main Report (two
volumes) is available at a cost of #70 from Pat

addition copies of Scottish Homes Strategy
1997-2001 and Context Statement,

The aim of the sponsored research programme
in 1998/99 is to enable others to undertake
more detailed and more wide ranging analysis
of the SHCS 1996 than is possible with
existing in-house resources, and thereby to
ensure that maximum benefit is derived from
this substantial information resource.
Work might also be suggested that would
enhance the dataset. Such work might involve
linking the SHCS 1996 to other datasets e.g. to
administrative records on grant interventions
or to health information held at postcode level.
In addition, contractors are invited to suggest
how the SHCS might develop and go forward
in the future.
Projects will be selected by a panel, comprised
of representatives of Scottish Homes and the
wider Scottish housing community. It is
proposed that this panel will meet in mid-June,
and Project Proposal Forms should therefore
be submitted by Friday 22 May 1998.
