This topic was brought up sometime last year, perhaps even on this list,
I can't remember exactly when or where as I never saved any of the
messages from the thread. The general consensus at that time was that
banner advertising didn't require a proxy connection as long as only
a link was being provided and no material was being hosted for the
sponsering organisation.
Perhaps someone from this list could approach UKERNA for an official
response.
