I am a researcher (and graduate student of urban planning) with the Permanent Citizens Advisory Committee (PCAC) to New York's Metropolitan Transportation Authority. The PCAC has a similar mandate to the London Regional Passengers' Committee. I am looking at privatization of public transportation for an advisory paper we are putting together and am hoping to enlist your guidance in reference to London Bus.
I am having a hard time finding concrete data on the policy decisions that led to the contracting out of London Bus services. My main question is how were service levels and routes ensured or HAS service been maintained at pre-privatization levels? I have recent data from London Bus that show a dramatic decrease in subsidy assistance since contracting out but am missing some of the agency's reasoning. Why did they contract out and how was it accomplished?
