Rather Than Channels
     Contrasts two technologies: secure connections and secure packages
     which allow transactions to take place between content owners and
     users. Concludes that secure packages are more appropriate to digital
     library requirements.
Across Languages, Across Cultures: Issues in Multilinguality and Digital
Libraries
     Discuss some of the issues that must be addressed in order to
     implement a multilingual interface for a digital library system and
     describe the approach undertaken at the Consiglio Nazionale delle
     Ricerche in Pisa, Italy.
Multi-Media, Multi-Cultural, and Multi-Lingual Digital Libraries
     Draws attention to the multi-lingual issues involved in designing
     digital libraries accessible on the Internet. Many of the
     multi-lingual design issues parallel those of multi-media digital
     libraries. Provides examples from multi-media digital libraries to
     illustrate some of the urgent design challenges in creating a globally
     distributed network serving people who speak many languages other than

Serving Users in Many Languages: Cross-Language Information Retrieval for
Digital Libraries
     Discussion of technical approaches to cross-language information
     retrieval looking at user needs and highlighting some worldwide
     initiatives.
Total Quality Management, British Standard Accreditation, Investors In
People And Academic Libraries
     Article aiming to identify what type of academic LIS have QMS, whether
     they are 'new' or 'traditional' or 'large' or 'small', establish
     whether the initiatives are part of a university-wide initiative and
     seek to identify any future trends. Concentrates on three systems;
     TQM, ISO 9000 and Investors in People.
Cataloguing In Special Libraries In The 1990s
     Results of a survey into cataloguing methods in special libraries.
     Concludes that the cataloguing needs of the special libraries surveyed
     in this study are characterised by their diversity as evidenced by the
     predominant use of in-house codes and the perceived lack of utility of
     co-operative schemes. The majority of librarians create quite brief
     records, in most cases shorter than the simplest level of description
     in AACR2.
Human Creation of Abstracts with Selected Computer Assistance Tools
     After introductory training, a research assistant used the TEXNET
     abstracting assistance software to create abstracts to articles
     available via the World Wide Web. The assistant also compiled
     introductory documentation, including a guide to abstracting using
     computer assistance tools. The article discusses problems encountered,
     tools selected for preferred use, and implications for future software
     development.
Implementing a National Access Management System for Electronic Services
     Discussion of the issues attached to the implementation of the ATHENS
     access management system. Points out that the lessons from ATHENS
     could suggest that success will only be achieved if at least equal
     attention is paid to the needs of those who will have to manage the
     final system as to the technical detail.
Implementing Policies for Access Management
     Managing access to on-line information is a broad problem, which
     occurs in a wide range of different applications. Managers of on-line
     information wish to implement policies about who can access the
     information, under what terms and conditions. This paper describes a
     general approach to this problem and experience in applying it in
     digital libraries.
Safeguarding Digital Library Contents: Charging for Online Content
     Investigates the need for charging mechanisms, in particular for
     micropayments, charging for small amounts, and discusses the
     requirements for successful charging mechanisms.
Cross-Searching Subject Gateways: The Query Routing and Forward Knowledge
Approach
     This paper describes the characteristics of some of the subject
     gateways currently accessible through the Web, and compares them to
     automatic "vacuum cleaner" type search engines, such as AltaVista. The
     application of WHOIS++, centroids, query routing, and forward
     knowledge to searching several of these subject gateways
     simultaneously is outlined. The paper concludes with looking at some
     of the issues facing subject gateway development in the near future.
Modeling Users' Successive Searches in Digital Environments
     A National Science Foundation and British Library funded study into
     the nature, manifestations, and behavior of successive searching by
     users in digital environments, and an attempt to derive criteria for
     use in the design of information retrieval interfaces and systems
     supporting successive searching behavior.
Using Automated Classification for Summarizing and Selecting Heterogeneous
Information Sources
     Discussion and online demonstration of an initial prototype which
     automatically classifies and summarizes newsgroups within the Library
     of Congress Classification.

     A study of the impact of the Internet on the information seeking
     behaviour of journalists. Funded by the British Library Research and
     Innovation Centre .
Electronic Publishing and the Future of the Book
     Analyses the history of the book and the rise of electronic
     publishing. Concludes that the book has a future, due in part to
     established social and organizational mechanisms for its creation,
     archiving, preservation and conservation.
Antique Books
     Description of the Thibadeau-Benoit method of presenting access to old
     books. Based on a philosophy of creating a photographically accurate
     view without making the view too artificial. Investigates scanning,
     print separation, print enhancement and storage and HTML and HTTP
     issues.

Scanning The Business Environment For Information: A Grounded Theory
Approach
     Summarizes the principal findings of research that sought to provide a
     comprehensive understanding of the environmental scanning process. The
     purpose of the study was to investigate how managers in the Portuguese
     chemical industry scan their environment for information, what are the
     contextual factors that affect this activity, and also how managers'
     perceptions of environmental change affect the strategic change they

     Discusses the benefits and problems associated with the use of
     hypermedia systems in education and their effect on the learning
     process.
Business Use of the World Wide Web: a Report on Further Investigations
     Reports on a series of studies into business use of the WWW and the
     Internet.
Legal Issues on the Internet: Hyperlinking and Framing
     Discussion of copyright and trademark law highlighting issues
     associated with hyperlinking and framing.

     Description of a project to develop a prototype classifier, known as
     HTC, which could assist in the automated understanding and
     manipulation of radiology reports through analysis of the language in
     those reports.
Assessment of Information Needs in Public Health in Germany: Results of a
Nationwide Survey
     A survey about experience with online databases and demands for
     specific information resources was conducted in order to analyse the
     extent of problems experienced with information retrieval. The main
     conclusions of the survey findings showed there is a serious demand
     for information filtering and information supply in public health in
     Germany, some of the ''missed'' databases do already exist, but are
     obviously not well known or accessible, thus indicating a need for
     promotion of information resources.
Health Information for the Teenage Years: What do they want to know?
     The information needs of adolescents within the educational setting
     are reviewed along with analyses of previous use and sources of health
     information. Anticipated needs and preferred sources for the future
     are also examined.
Impact Of Information On Clinical Decision Making By General Medical
Practitioners
     Summarises some of the principal findings of a study investigating
     information usage by general medical practitioners. The work was based
     on previous studies of the value and impact of information, these
     studies being undertaken in the corporate sector in Canada and in the
     health care sector in both the USA and the UK.
