I will forward your question to the RDNC and to the SBG working group.
We're working to be able to give several months notice of any changes in
the existing configuration which might occur. That's informed the whole
timetable of this call.
It would be helpful if there were some concrete ideas on how potential
users (do you mean librarians or end users here?) actually could be
consulted. Clearly we can't send copies of competing proposals round on
email lists.
The process currently is that the services are paid for out of top-slice
rather than subscriptions etc. The top-slice in this case is administered
by JISC through CEI. CEI defines a process for evaluation of competing
bids, in which real working representatives of the community are closely
involved (I spent most of today in just such a meeting). CEI (itself
comprised of members of the community at a high level) ratifies any
recommendations of working groups.
Working groups can of course implement further consultation processes. In
some cases these will slow the process down and reduce the notice period
of changes.
Seriously, I don't think our existing system is perfect. We do keep
seeking improvements. Well thought suggestions for improvement are
welcome.
