A conference of interest to senior managers in libraries, local government
and senior policy makers who are interested in the role of libraries in
learning communities and learning cities, organised by the Library and
Information Commission and the University of Sunderland.
Keynote speakers include Baroness Blackstone, Lord Puttnam, Matthew Evans,
Professor Bob Fryer and Kate Adie.
The objectives of this international conference are to:
1. explore the vision of learning communities within the Information Society
and the challenge of providing learning throughout life
2. establish the central role of libraries in all sectors for facilitating
and supporting lifelong learning and active citizenship
3. learn about successful current models of library partnerships and
provision in learning communities throughout the world
4. consider how libraries must change and develop new strategic partnerships
at local, regional and national levels in order to play an even more
effective role in their learning communities.

There is growing interest in the concept of "learning communities" in many
countries around the world and their crucial importance in the Information
Society. Improving learning opportunities for people throughout their lives
is high on the political agenda, and cities and regions in particular have a
unique responsibility for creating and enhancing learning opportunities
within their communities. Leadership, strategy, political will and
collaboration are all key ingredients of successful learning communities.
Learning is vital for individual quality of life, social equality and
economic prosperity. It encourages creativity and development; supports
democracy; promotes cultural and social values; fosters literacy; and,
stimulates commercial and economic growth. Networks of libraries have long
supported a wide range of learners, often reaching those who do not have the
necessary technology and resources at home or at work.
Libraries are now set to play a central role in the learning community
agenda. In some cities, librarians from various sectors have come together
to provide a comprehensive, community based distributed learning support
service. Providing easy access to learning and information, however,
requires strategic knowledge of global networks, information technology,
learning environments, learning support, training in information and study
skills and their applications.
This landmark international conference will identify the way forward for
librarians and information managers to meet the considerable challenge of
facilitating and supporting lifelong learning in their learning communities.
Delegates can develop their own frameworks for establishing successful
learning communities. They will be guided by keynote speeches from senior
government ministers and policy makers, librarians and managers of public
sector strategies, and by international case studies and open discussion.
Within their own corporate context delegates will be able to identify the
organisational partnerships and networks needed and the collaborative
arrangements between key private and public sector agencies that are
necessary to implement significant change.
The Exhibition
Exhibitors will include representatives of Learning Cities throughout Europe
with experience of partnership modes of working.

hotels or at Panns Bank student residence. Further information will be

Cost
The conference fee is £350 (297.88 + VAT) and includes lunch; sherry
reception and conference dinner; refreshments during breaks; coach transport
