ENTIRE PAGES OF THE HISTORY OF THE COUNTRY RISK BEING BLANK

The war which flared up in Guinea-Bissau on 7 June 1998, between the
Military Junta representing 90 per cent of the armed forces reinforced 
by
veterans of the armed struggle for national liberation, and the 
remaining
10 per cent supported by troops from Senegal and Guinea-Conakry 
solicited
by the Head of State, has already exacted a heavy toll, even if the 
precise
details still remain unclear. To the unknown number of deaths, can be 
added
some 250,000 displaced persons and refugees, and the enormous material
destruction caused by intense bombardment with heavy artillery during 
50
days of confrontation.

Among the infrastructures most affected by the destruction is the 
Instituto
Nacional de Estudos e Pesquisa (INEP), which is the largest and most 
active
research institution in the country. The complex housing INEP is 
located
less than a kilometre from the initial front-line of the hostilities. 
It
has been transformed into an advanced post of the Senegalese troops. 
The
transformation of the complex into an army barrack and the adverse
bombardments it consequently attracted have caused immense damages.

Thanks to the cease fire signed on 25 August 1998, a few staff members 
of
INEP were authorized, after enormous difficulties, to visit their 
place of
work. The preliminary balance-sheet can be summarized in one word:
DISASTER.

All the workrooms were forcibly opened, emptied of their contents and
transformed into dormitories for soldiers. All work documents were 
thrown
outside and left exposed to the elements. The stock of dozens of 
computers
containing data bases on all aspect of Guinea-Bissau, compiled 
carefully
and painstakingly during the past fifteen years, has disappeared. The
computers left behind have been disemboweled. Sensitive and very rare
equipment, such as the only digital cartography table in the country, 
is
thrown outside and left exposed to dust and rain.

The INEP Library, embryo of the National Library and reference centre 
of
all publications in the country as well as for certain United Nations
agencies like FAO and UNESCO, is roofless and damaged on the sides. 
The
torrential rains which have fallen on Bissau since the end of June 
have
constantly entered the building. Its three floors - first, ground and
basement - have been transformed into pools where thousands of soaked 
and
irrecoverable books and journals float.

The National Archives at INEP are scattered, shredded and exposed to 
rain
and dirt. Hundreds of audio cassettes which record the history of the
national liberation struggle, as told by its actors and witnesses, 
cannot
be found. Hundreds of audio cassettes which record the oral history of 
the
different regions of the country have disappeared. Photographs and 
films
from the Audiovisual Archives are found dispersed and lying in the mud
outside. In other words, entire pages of the history of Guinea-Bissau 
risk
being irredeemably blank or illegible. This is particularly serious in 
view
of the fact that no general history of Guinea-Bissau has yet been 
written,
and that all recent efforts of the Institute have been geared towards 
this
objective.

To summarize, the damages suffered by INEP have reduced to zero the
enormous efforts made since Independence to provide the country with a
centre of documentation and research useful to all those interested in
Guinea-Bissau.

At the time of writing, INEP continues to be a military camp, in spite 
of
the cease fire. The staff of the Institute is forbidden to engage in 
work
to rehabilitate or save it from further destruction. Relentlessly, the
disaster continues. This letter to inform is also an SOS for the 
largest
research institution of Guinea-Bissau which is threatened by 
extinction.

As soon as INEP ceases to be a military barrack, a more detailed
balance-sheet will be made available. It will be followed by our 
project
for reconstruction.

We urge you to forward this SOS message to all friends of INEP that 
you
know, as well as to all institutions and individuals who attach value 
to
intellectual production.

l'arm=

appuy=E9s par les troupes du S=E9n=E9gal et de la Guin=E9e-Conakry 
appel=E9e=
s par le
chef de l'=C9tat a d=E9j=E0 un lourd bilan, m=EAme s'il reste encore=
 impr=E9cis. Au
bilan des morts encore inconnu, s'ajoutent quelques 250.000 
d=E9plac=E9s et
r=E9fugi=E9s, et d'=E9normes destructions mat=E9rielles caus=E9es par 
les in=
tenses

A la faveur du cessez-le-feu sign=E9 le 25 ao=FBt 1998, quelques 
collaborate=
urs
de l'INEP ont =E9t=E9 autoris=E9s, apr=E8s d'=E9normes difficult=E9s, 
=E0=
 visiter leur
lieu de travail. Le bilan de leurs premi=E8res constatations se 
r=E9sume =E0=
 un
mot : D=C9SASTRE.

Tous les locaux de l'institut ont =E9t=E9 ouverts par effraction, 
vid=E9s de
leurs contenus et transform=E9s en dortoirs pour les militaires. Tous 
les
documents de travail ont =E9t=E9 jet=E9s dehors en tas expos=E9s aux 
intemp=
=E9ries.
Le parc de plusieurs dizaines d'ordinateurs contenant les bases de 
donn=E9es
minutieusement constitu=E9es au cours des quinze derni=E8res ann=E9es 
sur to=
us
les aspects de la Guin=E9e-Bissau a disparu. Les ordinateurs qui n'ont 
pas
disparu ont =E9t=E9 =E9ventr=E9s. Du mat=E9riel sensible et rarissime, 
comme=
 l'unique
table de cartographie num=E9rique que poss=E8de la Guin=E9e-Bissau, 
est expo=
s=E9
dehors =E0 la poussi=E8re et la pluie.

La biblioth=E8que de l'INEP, embryon de la biblioth=E8que nationale et 
centr=

de r=E9f=E9rence pour les publications du pays et de certaines agences 
des
Nations Unies telles que la FAO et l'UNESCO, est =E9ventr=E9e par le

boue. Des=
 centaines de
cassettes-audio enregistr=E9es sur l'histoire de la lutte de 
lib=E9ration
racont=E9e par ses acteurs et t=E9moins sont introuvables. Des 
centaines de
cassettes sur la tradition orale des diff=E9rentes r=E9gions du pays 
ont
disparu. Les photographies et films des archives audiovisuelles sont
dispers=E9es et tra=EEnent dans la boue. En d'autres termes, des pages 
enti=
=E8res
de l'histoire de la Guin=E9e-Bissau risquent de rester 
irr=E9m=E9diablement
blanches ou floues. Cela est d'autant plus vrai qu'aucune histoire 
g=E9n=E9r=
ale
de la Guin=E9e-Bissau n'a encore =E9t=E9 =E9crite, et tous les 
efforts=
 r=E9cents de
l'INEP tendaient vers cet objectif.

En un mot les dommages subis par l'INEP r=E9duisent =E0 n=E9ant les=
 r=E9sultats des
efforts faits depuis l'accession =E0 l'ind=E9pendance pour doter le 
pays d'u=
n
centre de documentation et de production intellectuelle utile =E0 tous 
ceux
qui s'int=E9ressent =E0 la Guin=E9e-Bissau.

Au moment o=F9 ces lignes sont =E9crites, l'INEP continue d'=EAtre un 
camp
militaire, malgr=E9 le cessez-le-feu. Les collaborateurs de l'institut

peuvent pas y travailler pour sauver de la destruction ce qui peut

recherche

A guerra que rebentou na Guin=E9-Bissau no dia 7 de Junho de 1998,

cento
das for=E7as armadas apoiadas pelas tropas do Senegal e da 
Guin=E9-Conakry
solicitadas pelo chefe do Estado, j=E0 tem um balan=E7o pesado, apesar 
de
estaram imprecisas. Ao balan=E7o dos mortos ainda desconhecido, 
juntam-se
alguns 250.000 deslocados e refugiados e enormes destrui=E7=F5es 
materiais
causadas pelos intensos bombardeamentos =E0 arma pesada que marcaram 
os
cinquenta dias de confronta=E7=E3o.

Entre as infraestruturas mais afectadas pela destrui=E7=E3o figura o 
Institu=
to
Nacional de Estudos e Pesquisa (INEP), que =E9 a maior e a mais activa
institui=E7=E3o de pesquisa do pa=EDs. O complexo abrigando o INEP 
situa-se =
a
menos de um kilometro da linha de frente no in=EDcio das hostilidades. 
Foi
transformado em campo avan=E7ado das tropas senegalesas. A

complexo em caserna e os bombardeamentos adversos que ela

Gra=E7as ao cessar-fogo assinado no dia 25 de Agosto de 1998, alguns
funcion=E0rios do INEP foram autorizados, depois de enormes 
dificuldades, a
visitar o seu lugar de trabalho. O balan=E7o das suas primeiras

resume-se numa palavra: DESASTRE.

Todas as salas do trabalho do Instituto foram abertas por for=E7a, 
limpas do=

seus conte=99dos e transformadas em dormit=F3rios para os militares.

documentos de trabalho foram deitados para fora e expostos =E0s 
intemp=E9rie=
s.
O stock de v=E0rias dezenas de computadores contendo as bases de dados
minuciosamente consitu=EDdos no decurso dos =99ltimos quinze anos 
sobre todo=
s
os aspectos da Guin=E9-Bissau desapareceu. Os computadores que n=E3o
desapareceram foram desventrados. Equipamento sens=EDvel e 
rar=EDsssimo,=
 como a
=99nica mesa de cartografia digital que possui a Guin=E9-Bissau, =E9 
exposto=
 fora
=E0 poeira e =E0 chuva.

A Biblioteca do INEP, embri=E3o da Biblioteca Nacional, e centro da
refer=CDncia para todas as publica=E7=F5es do pa=EDs e algumas 
ag=CDncias=
 das Na=E7=F5es
Unidas tais como FAO e UNESCO, est=E0 sem tecto e estragado nos lados. 
As
chuvas torrencias que caiem sobre Bissau desde o fim m=CDs do Junho 
entram
constantemente na biblioteca. Os seus tr=CDs n=EDveis (a cave, o 
r=E9z-do-ch=
=E3o e
o primeiro andar) transformaram-se em lagos onde flutuam milhares de 
livros
e revistas que se tornaram irrecuper=E0veis.

Os Arquivos Nacionais que abrigam os edif=EDcios do INEP est=E3o 
espalhados =

esfarrapados, e expostos =E0 agua e =E0 lama. Centenas de 
cassetes-audio
gravados sobre a hist=F3ria da luta de liberta=E7=E3o narradas pelos 
seus ac=
tores
e testemunhos est=E3o perdidas. Centenas de cassetes sobre a 
tradi=E7=E3o or=
al
das diferentes regi=F5es do pa=EDs desapareceram. As fotografias e 
filmes do=

Arquivos Audiovisuais est=E3o dispersos e aviltam-se. Por outras 
palavras,
p=E0ginas inteiras da hist=F3ria da Guin=E9-Bissau correm o risco de 
ficar
irremedi=E0velmente brancas ou ileg=EDveis. Isto =E9 particularmente 
grave
considerando o facto que a hist=F3ria geral da Guin=E9-Bissau n=E3o 
est=E0 a=
inda
escrita, e que todos os recentes esfor=E7os do INEP tendem para este
