This is a thorny one.
If the student was entirely self funding, presumably you would charge them
for the proportion of the year they spent with you and the other
institution would charge them from the day they started there. (1 semester
attended - 500 pounds to you, 1 semester suspended - no fee, following
session, 1000 to new institution)
If they were entirely sponsored by an LEA, you would receive a full fee for
the year's attendance and make a "profit" on the unused portion of that fee.
Perhaps that element of "profit" should be passed to the other institution,
who would then offset it against the student's liability in the first year
at the new institution (which would presumably be a repeat year and
therefore unfunded). (you pass the "unused" 500 to the new institution, who
then charge the student 500 in the first year there)
If the student is part-funded by the LEA, you would have to treat each
element separately as above.
