According to E. Mangenot in his article on Concordances in Vigouroux's
Dictionnaire de la Bible [thanks, Jim Marchand], a concordance to the
entire Greek Bible (LXX/OG + NT) was produced around the year 1300 by
"un moine basilien, Euthalius de Rhodes" (a Basilian monk, Euthalius of
Rhodes). Does anyone have more exact information about this concordance?
Are copies of it in existence (presumably), on microform, etc.?
And can someone tell me what the function of the adjective "Basilian" is
in describing Euthalius?

I think most general books on the Byzantine church will tell you about Basilian
monasticism. Try for example Joan Hussey, The Orthodox Church in the Byzantine
Empire (Oxford 1986). Byzantinists will give you a much fuller list of things
to look up.
