I took it from the section of the Coverage Working Group paper under "Use
of Qualifiers". There is a list there, but it does seem to be lacking
DC.Coverage.x and DC.Coverage.t which is then mentioned further down in
the paper. So I'll add them (right, coverage people?).

I guess that question was already answered by Andrew Daviel (yes, there
was such a decision). But maybe in this case the "x" and "z" should remain
lower case if they are conventions.
