Dear Fr Feiss,
Perhaps the Count of Namur composed his charter with the knowledge of
recent events in mind. In 1188 the abbey of Floreffe had suffered great
losses (i.e. the chruch and monastery of Floreffe were severly
damaged) owing to the siege of Namur by Baudouin who was the Count of
Hainaut. Thanks to generous benefactors (and it appears as if Henry, Count
of Namur was one of them) the church and monastery of Floreffe were
repaired. Maybe Henry was hoping that Baudouin would take note of
his theory of secular power indicated in the charter that you cited.
*Monasticon Belge* would have a lot more information about this
as well as some charters quoted in the footnotes. See *Monasticon Belge*,
Tome 1. Provinces de Namur et de Hainaut*. ed. U. Berliere. Centre
National De Recherches d'Histoire Religieuse, Liege, 1973.
Good luck!
