I've since realised this would lead to ambiguity. Consider:
ISO 11997 -> ISO-11997
ISO 1 (1997) -> ISO-1-1997 -> ISO-11997
ISO 1199, part 7 -> ISO-1199-7 -> ISO-11997
So, I withdraw my suggestion.
This highlights the requirement for a standard layout for standards
referenced in qualifier values. Internet charsets use "-" as a universal
separator eg:
US-ASCII
ISO-8859-1
ISO-2022-JP
UTF-8
I suggest we follow this practice, as it avoids the user having to remember
different punctuation for each standard.
