As to the second question, there are plans to increase the statement length
restrictions, but not the name length restrictions. I would suspect that
the attitude is that if you can't create a suitably descriptive name in 31
characters you haven't thought hard enough. There comes a point where very
long names hurt legibility more than the help it.

If possible, the decision should be left to the individual to decide what
length he or she thinks is too long. If there is no technical reason for
the limitation then it should be increased. However, it sounds like from
Malcolm Cohen's response that there is some type of machine limitation.
