The free Seeing AI application from Microsoft can recognise handwriting,
and may be useful in conjunction with something like the Giraffe Reader
OCR stand for iPhones.
I'm sure this is already the case, but you should also be asking the
teachers, repeatedly if necessary, why they can't just write their
comments in Microsoft Word or an email for this single student. A small
amount of work on their behalf, a reduction in potential errors from
OCR, and a huge boost of inclusion for student and parents.
