De Montfort University urgently require an External Panel Member to provide subject specialist knowledge and an independent and objective view for the combined Partner Approval and Programme Validation event for a proposed new Collaborative Partner. 

The proposed partner is South and City College Birmingham and the programme proposed for validation is BSc Computing (Top Up) which will be delivered at the partner institution in Birmingham and will sit within the collaborative provision of the faculty of Computing, Engineering and Media at De Montfort University.  The External Panel Member will be required at the event which will take place on 28th June 2019. The day is a full day event (Approx. 9.15am-16.30pm) and will take place at the partners campus in Digbeth, Birmingham.

There will be some pre-reading required of information that the partner will submit to the panel for discussion in advance of the event. A pre-event meeting with the panel will also be held to discuss the documentation and identify key lines of enquiry for the event. The External Panel Member’s attendance at the pre-event meeting (12th June) is not required but we will seek written comments on the partner’s documentation to feed into the pre-event meeting and a deadline for comments will be advised (likely to be 10th June 2019). 

Role of EPM

The EPM’s main role is to give an independent and objective view of the quality of the proposal and to draw on their wider experience of provision elsewhere which can counter any inward-looking tendencies.

External panel member(s) should have experience of collaborative activities in their own institution. For programme delivery approval and validation events, in particular, expertise in the subject area under proposal is essential. EPMs must also be legally eligible to work in the UK.

The appointment period for the EPM will be for this event only. The EPM will receive a fee of £150 for their participation in this event as well as the reimbursement of any reasonable expenses. 
 
Criteria for appointment

To meet the criteria for appointment the candidate must have expertise in the subject area of the programme being considered. It would also be preferable if the candidate had one or more of the following credentials:
- Experience as a Quality Assurance Agency (QAA) reviewer
- Experience as an External Examiner at another UK Higher Education Institution (HEI)
- Experience as an EPM for a UK HEI
- Participation in professional body accreditation activity as a panel member
- Contribution to the debate about subject quality at a national level, for example through subject associations
- Distinction by way of scholarship and research within the subject 

As well as the above criteria, nominees should also take into account the following:
- The external panel member on the panel should not be a current external examiner for the parent programme management board of the programme relevant to the event nor have been involved in the development of the programme
- The external panel member must be completely independent and therefore not have close interaction with the partner institution nor any members of the programme team of the programme being considered
- A previous DMU external examiner may be invited to participate as an external panel member but only once five years have elapsed since his/her end of tenure
- An EPM can be nominated up to three times but not for an event at the same partner
